Brownstein Hyatt Farber Schreck is pleased to announce that Clark Barrow, a former senior official at the U.S. Department of Homeland Security (DHS) during both the Trump 45 and Trump 47 administrations, has joined the firm as a policy director in its Washington, D.C., office. Barrow has extensive experience across multiple executive departments and the White House, and he will work closely with Brownstein’s bipartisan Government Relations team to help clients navigate federal policymaking and agency engagement.
“Clark brings an exceptional understanding of how the executive branch operates, along with firsthand experience managing complex policy and operational issues at the highest levels of government,” said Will Moschella, co-chair of Brownstein’s Government Relations Department. “His experience with DHS, the White House and the Trump-Vance transition gives him insights into decision-making processes across the administration as well as knowledge of homeland security, transportation, commerce and Treasury issues.”
Barrow most recently served as chief of staff to the deputy secretary of DHS, where he was a principal advisor on departmental operations, policy implementation and strategic priorities. He also held senior staff roles throughout the department, coordinating across DHS components including Customs and Border Protection (CBP), Immigration and Customs Enforcement (ICE), Federal Emergency Management Agency (FEMA), the Transportation Security Administration (TSA) and the U.S. Coast Guard (USCG).
Barrow served as an advisor for the Trump-Vance Transition and as director for action plans at the America First Transition Project, where he helped oversee nearly 200 transition planning efforts across the federal government. He oversaw plans to implement Trump team priorities for the U.S. departments of Homeland Security, Agriculture, Veterans Affairs, State, Justice and Transportation. During the first Trump administration, Barrow held leadership roles at DHS, the White House, the U.S. Department of Commerce and the U.S. Department of the Treasury, where he drove organizational reforms, improved policy coordination and supported senior decision-makers. He began his time working for President Trump as a policy assistant on the 2016 presidential campaign.
Barrow earned a Bachelor of Science in Communication, magna cum laude, from Kennesaw State University.
