Brownstein Adds Additional Government Relations Talent

Brownstein Hyatt Farber Schreck is pleased to announce the addition of three new members to its Government Relations Department in Washington, D.C. Tracy Tolk joins as a policy director, Tim Shadyac joins as a senior policy advisor and Stephen Holland will be joining as senior counsel. This is the second group to join Brownstein from Crowell & Moring.

Brownstein recently announced five partners and a policy director joining the firm. Jim Flood, Aaron Cummings and Evan Chuck joined as shareholders in the firm’s Government Relations Department. Anne Elise Herold Li and Paul Keller joined as shareholders in the firm’s Intellectual Property Department. Scott Douglas joined the Government Relations Department as a policy director.

Tolk is a seasoned government affairs strategist with over 20 years of experience shaping policy at the highest levels of government. She advises clients on issues including energy, transportation, cybersecurity and Native American affairs, helping them secure federal funding and navigate complex legislative landscapes. Her expertise is rooted in her time on Capitol Hill, where she served under Reps. Jay Inslee (D-WA) and Jim Davis (D-FL), managing key policy portfolios and coordinating federal disaster response. In the private sector, she spent over 15 years representing electric utilities and clean energy innovators before Congress and federal agencies. Tolk also teaches legislative strategy as an adjunct professor at George Washington University’s Graduate School of Political Management.

Shadyac is an experienced lobbyist who advises clients at the intersection of business and public policy. He develops and executes legislative and regulatory strategies across health care, international trade, supply chain and emerging industries like cannabis. Having worked over a decade in health policy—shaped by early work in the life sciences sector on issues like drug pricing and Medicare Part D—Shadyac has become a trusted advisor to corporate leaders, offering strategic counsel informed by years of engagement with Congress, the White House and federal agencies.

Holland served over a decade in senior roles with the U.S. House of Representatives, where he played a central role in crafting major legislation related to the Food and Drug Administration (FDA), drug pricing and public health preparedness. As senior counsel on the House Energy and Commerce Committee, he led efforts on the Food and Drug Omnibus Reform Act of 2022 and helped secure billions in pandemic response funding through the CARES Act and other major bills. He also developed the Competitive Generic Therapy pathway at FDA, expanding access to affordable medicines. With Brownstein, Holland will advise clients on navigating the legislative process, shaping health policy and responding to congressional oversight.
