INCOMPAS and Cloud Communications Alliance File Joint Comments Opposing FCC Offshore Call Center Regulations

The organizations argue that proposed onshoring mandates and volume caps would increase costs, reduce flexibility and offer limited security benefits.

WASHINGTON, D.C. - June 5, 2026 - INCOMPAS, the competitive communications and AI infrastructure association, and the Cloud Communications Alliance (CCA) filed joint comments with the Federal Communications Commission (FCC) earlier this week in response to the agency's Notice of Proposed Rulemaking (NPRM) on offshore call center regulations, urging the Commission to reject sweeping structural mandates that lack statutory authority and would harm competition, raise consumer costs, and disrupt market-driven innovations already delivering high-quality customer service.

The following statement can be attributed to Staci L. Pies, Senior Vice President of Government Relations and Policy, INCOMPAS:

“We share the Commission's commitment to protecting consumer data and strengthening communications network security. Our members invest significant resources in cybersecurity, privacy protections, and compliance programs because maintaining customer trust is essential to their businesses. There is no debate that security is essential. There is, however, a real question about whether broad location-based mandates deliver on that goal, and the record does not support that conclusion.

The FCC's proposed regulations, including mandatory onshoring requirements and volume caps on offshore call centers, would impose serious economic harm on competitive providers and limit flexibility without producing meaningful consumer benefits. Rather than prescribing rigid structural requirements, the Commission instead should rely on existing competitive dynamics. Our organizations look forward to working with the Commission on bringing our recommendations to fruition.”
