Fraudsters are no longer operating manually. AI has industrialized identity fraud, enabling bad actors to generate synthetic business and individual identities, fabricate documentation, and pass static verification checks at a speed and scale that traditional point-in-time vetting was never designed to catch. Since its inception, the voice network has operated without a fundamental requirement: that the businesses placing calls on it prove who they are. STIR/SHAKEN, the call authentication framework mandated by the Federal Communications Commission (FCC) with implementation required by June 2021, confirmed which carrier placed a call on the network and what that carrier asserted about its customer, but it imposed no requirement to verify who that customer actually was. On April 30, 2026, the FCC adopted a Further Notice of Proposed Rulemaking (FNPRM) on provider KYC obligations. On May 20, it adopted a second FNPRM on Know Your Upstream Provider (KYUP) requirements, expanding the obligation to require that providers verify the upstream entities whose traffic they carry. Regulators are now asking carriers to answer a question the industry has never had a purpose-built tool to answer: not just who placed a call, but who is actually behind it.
