Transition from legacy TDM-based voice services to modern, all-IP networks on the FCC's mind

The Federal Communications Commission (FCC) has released a Notice of Proposed Rulemaking aimed at accelerating the transition from legacy TDM-based voice services to modern, all-IP networks. Key proposals include:

  • 📶 Eliminating Legacy Interconnection Rules: The FCC proposes to forbear from incumbent local exchange carriers’ (LECs) obligations under Section 251(c)(2) and (c)(6) of the Communications Act by December 31, 2028, removing requirements to maintain outdated TDM infrastructure.
  • 🔄 Modernizing Interconnection Frameworks: The Commission seeks comment on replacing legacy interconnection rules with a new framework tailored to IP-based voice services, while preserving oversight for public safety and consumer protection.
  • 📊 Market Evolution: With over 74% of residential and 80% of business voice services now IP-based, the FCC argues that legacy rules hinder investment and innovation.
  • 🚨 Public Safety & NG911: The transition supports enhanced emergency services like Next Generation 911, offering multimedia capabilities and improved cybersecurity.
  • 💬 Public Input Invited: Comments are due 30 days after Federal Register publication; reply comments within 60 days.
